    On July 8, the Japan Climate Initiative (JCI), a network of companies and others actively working to combat global warming, published a message calling on the Japanese government to adopt ambitious 2035 targets that are consistent with the 1.5 degree target, and announced that it had sent a letter to Prime Minister Fumio Kishida and other ministers of various ministries and agencies.

    The message warns that unless the Seventh Strategic Energy Plan, expected to be formulated in 2024, and the next greenhouse gas reduction target (NDC: Nationally Determined Contribution) are aligned with the 1.5 degree target, there is a strong concern that Japan's industry will be excluded from the value chain and will not be able to protect the health, safety, and employment of the people who form the basis of the industry.

    With this sense of crisis in mind, the report called for the next NDC to aim for at least a 66% reduction in global greenhouse gas (GHG) emissions compared to 2013 levels by 2035, which is equivalent to a 60% reduction compared to 2019 levels as set out by the Intergovernmental Panel on Climate Change (IPCC).The report also strongly urged that the Seventh Strategic Energy Plan be formulated in an open forum, including energy demand and the next generation, and through broad-level discussions backed by scientific knowledge, in conjunction with the NDC.

    The report points out that in order to reduce greenhouse gas emissions by 66% or more compared to 2013 levels by 2035, it is essential to achieve international commitments to decarbonize all or most of the electricity sector by 2035. Estimates based on a variety of scientific evidence suggest that Japan has sufficient potential to triple its renewable energy installed capacity, making it possible for renewable energy to account for 65-80% of electricity by 2035.

    In order to steadily fulfill these international commitments, the message called for the rapid creation of a foundation for improving energy efficiency in buildings and product development using already available technologies, and for accelerating the introduction of renewable energy, primarily solar and wind power. The message was endorsed by 216 organizations (153 companies, 5 local governments, 6 universities and research institutes, and 52 organizations and NGOs, etc.).
