Construction Industry Human Resource Securing and Development Promotion Council (human resource association, secretariat / construction industry promotion fund) formed by the Ministry of Land, Infrastructure, Transport and Tourism and construction industry organizations etc. Launch a new business to promote the use of the system. Targeting specialized construction industry associations, we will support the development of a system for implementing ability evaluation procedures, activities to inform technicians, and the creation of new ability evaluation standards. It plans to compile guidelines for subsidy payments this month or next month and disseminate them to each organization.
　At the Human Resources Association Steering Committee meeting held in late March, the business plan and income and expenditure budget for fiscal 2023 were approved, and 60 million yen was secured as a new human resource development project budget. Japan Construction Skills Human Resources Agency (JAC) and organizations related to education and training schools have joined as new members of the Human Resources Association, and the promotion fund and JAC will pay for the new budget. From the perspective of "investment in people," which the government emphasizes, we will prepare an environment for skilled workers, including foreigners, to acquire skills and improve their skills.
　40 million yen will be allocated to support specialized construction organizations working on CCUS capability evaluations. In the case of occupations for which ability evaluation standards have already been established, the organization that will be the ability evaluation implementation body can use it when securing personnel for evaluation and developing public relations activities. In fields where standards have not yet been formulated, we will subsidize consulting outsourcing costs to encourage the creation of standards led by organizations, and create opportunities for improving the working conditions of skilled workers in a wider range of fields. Details will be worked out in the direction that several hundred thousand yen will be distributed to each organization.
　In order to strengthen support according to the needs of education and training schools all over the country, "(provisional name) education and training support project" was also launched, and 20 million yen was recorded as related expenses. In the form of supplementing the parts that do not fall under the existing Ministry of Health, Labor and Welfare system that subsidizes the operating costs, facilities and equipment costs of education and training schools, curriculum development, teacher training, improvement and renovation of training facilities, training for technical high school teachers Support experiential learning.
　In addition to this, a "task force to promote employment of young people" will be set up by around summer in the Human Resources Association as a parent body for joint efforts by industry, academia and government to secure workers. In addition to the three related ministries of MLIT, MHLW, and MEXT, education and training institutions, technical high schools, and industry groups will participate in finding and sharing best practices and facilitating cooperation between local industry and high school officials.
