Korea Launches Talks on Offshore Wind Tender
Onshore Auction Opens with 230MW Available
17 November 2025 – Offshore Wind
South Korea has started consultations to prepare its next offshore wind tender, according to the Ministry of Climate, Energy and Environment (MOCIE). The ministry is coordinating with relevant permitting authorities on projects expected to participate, and the offshore auction will proceed once these discussions are complete.
In parallel, the ministry has opened the 2025 second-half onshore wind auction, offering around 230MW.
The auction covers fixed-price power purchase agreements (PPAs), under which renewable generators sell output at a guaranteed rate for 20 years.
Bid submissions are accepted from 17 November to 29 December, with results expected in February 2026 following evaluation.
The ministry said the two-stage assessment will include:
-
A first-round non-price evaluation on industrial and economic impact;
-
A second-round quantitative review of bid prices.
A ceiling price of ₩163,846/MWh has been set, reflecting global levelised cost of energy (LCOE) trends, previous onshore auction prices, and downward movement of cap levels.
