The Ministry of Land, Infrastructure, Transport and Tourism will start efforts focusing on improving the multi-layered subcontracting structure as a measure to further improve the treatment of skilled workers. Eliminate the inefficiency of multi-layering and create a situation where appropriate wages are surely distributed to end-skilled workers. As part of this, we are investigating the operational status of the subcontracting order limit system introduced by multiple prefectures in order construction. It was found that all of them were operated without any problems, and rather they were effective in improving the profits of the contractor and clarifying the construction system. We intend to inform other local governments of the introduction of such a system as an advanced case.
It will be an initiative linked to the latest discussions at the Central Construction Industry Council (Chairman Masanori Yanagi). Given that the average annual income of technicians has not kept up with the growth in the public works design labor unit price, the Ministry of Land, Infrastructure, Transport and Tourism has pointed out that it is necessary to take measures to ensure that wages equivalent to the design labor unit price are distributed throughout. He pointed out issues such as the need to verify the impact of the multi-layered subcontracting structure on the contract amount between the former and subordinates.
This is the second time since 2018 that the Ministry of Land, Infrastructure, Transport and Tourism has investigated the status of efforts by prefectures regarding restrictions on subcontracting orders. We will follow up on the operational status of the six prefectures of ▽ Saitama ▽ Niigata ▽ Fukui ▽ Kyoto ▽ Tottori ▽ Nagasaki- (one of which is a point-adding measure for comprehensive evaluation) that was introduced as of 2018, and ▽ Mie ▽ after that. It was also found that the two prefectures of Miyagi were introduced.
In many cases, construction work is restricted to "tertiary" and others are restricted to "secondary".
