Japanese developer Eurus Energy Group has started building the 18.4MW Otoyo wind farm in Kochi prefecture.
The project will comprise eight 2.3MW Enercon turbines located along a ridge near Tsuetate mountain, it said.
The wind farm is scheduled to start operating in May 2019, generating enough electricity for about 10,000 households.
Its output will be sold to local utility Shikoku Electric Power.
