Shikoku Development Bureau and Other Organizations/Nankai Trough Countermeasures Strategy Conference opens to review strategy after Noto Peninsula earthquake

On the 4th, the Shikoku Nankai Trough Earthquake Countermeasures Strategy Council (chaired by Professor Emeritus Shiraki Wataru of Kagawa University), which includes local government agencies such as the Shikoku Regional Development Bureau, the four prefectures of Shikoku, and academic experts, held a main meeting at the Shikoku Development Bureau in Takamatsu City on the 4th. A meeting was held = photo. Due to the Noto Peninsula earthquake, it was decided to establish a specialized committee to discuss possible problems in the Shikoku region, which has similar topographic and geographical conditions. A specialized committee will be held twice a fiscal year to review the basic earthquake disaster prevention strategy in Shikoku.

Yoshiyuki Toyoguchi, director of the Shikoku Development Agency, opened the meeting by saying, ``There are some things that each agency will do individually, but the effect will be even greater if they work together. It is important to build face-to-face relationships.''

The members of the expert committee include 8 government agencies, 9 support agencies, and 6 infrastructure agencies. When reviewing the basic strategy, items that need to be added and enhanced based on events (keywords) confirmed in the Noto Peninsula earthquake include: ▽Long-term water cuts due to damage to water treatment plants and water distribution reservoirs ▽Earthquake-resistant bridges, removal of utility poles, countermeasures against slopes, etc. It lists 24 items, including preventing the isolation of villages. The plan will finalize the revised plan by April or May 2025.

Susumu Nakano, professor emeritus at Tokushima University, said that the local construction industry played an active role in clearing roads and restoring infrastructure after the Noto Peninsula earthquake, and said, "Why not get opinions from the industry?" Katsuaki Kuto, director of the Disaster Prevention Office of the Shikoku Development Bureau, replied, "We want to consider what form is best (when getting opinions)" because local construction companies are members of regional construction industry associations.

The Noto Peninsula earthquake made it difficult to collect and share information during the initial response, so in a joint exercise held after the meeting, the disaster response headquarters of each organization were connected online to confirm information collection and sharing methods, communication systems, etc.
