In order to increase the effectiveness of the ``voluntary action plan'' compiled by industry associations aimed at optimizing transactions, the government is requesting thorough implementation of measures and consideration of revisions to the plan. Demands industry groups to establish action policies and improvement measures to comply with voluntary action plans as "thorough plans." We will also request a review of the voluntary action plan based on the challenges faced by the industry and the "promotion standards" based on the Subcontracting and Small and Medium Enterprise Promotion Act. Regarding the determination of transaction prices in construction work, it has been pointed out that the adoption of rational calculation methods and the need for sufficient consultation between subordinates have been pointed out, and measures are required.
The government's "Working Group (WG) for Enhancing the Vitality of Small and Medium-Sized Enterprises" sent administrative notices to the relevant ministries and agencies on the 5th regarding the thorough implementation of voluntary action plans. Based on this, we will ask industry groups under the jurisdiction of relevant ministries to create thorough plans and consider revising plans. At the next meeting of the WG, we plan to confirm the status of efforts in each industry.
Regarding matters pointed out in the interview survey by subcontractor G-men that the implementation of the content described in the voluntary action plan was insufficient, each industry group will formulate a thorough plan and have them comply with the plan. The plan is expected to include policies for addressing the issues pointed out for improvement, as well as the organization's own efforts to improve its effectiveness, such as follow-up surveys. As far as possible, we will also ask for the description of industry-wide targets, such as the rate of price pass-through and the rate of cash payments as the ordering party.
In order to add the response to the improvement items to the voluntary action plan, it is also requested to consider revising the plan. In the field of construction work, improvement items such as setting up opportunities for price negotiations not only on a regular basis but as needed, and promoting work style reforms in consideration of subcontractors have been raised.
So far, 57 organizations in 23 industries (as of March) have formulated voluntary action plans. In the construction industry, the Japan Federation of Construction Contractors (Nichikenren, chairman Yoichi Miyamoto) is working to optimize transactions based on this plan.
