◇ Expected effect of cooperation between all construction industries

Taking the opportunity that regulations on overtime limits will be applied to the construction industry from 2024, a special subcommittee of the Construction Management Board of the Japan Association of Civil Engineers, with the participation of Experts from industry, academia and government will drive work style reform. Taking into account the characteristics of multi-stakeholder construction production management systems, we aim to improve process efficiency in the entire construction industry through collaboration between operators. builders, designers and customers. We asked Masahide Hotta, professor in the Department of Civil Engineering at the University of Tokyo's Graduate School of Engineering, who chaired the discussion as committee chair, about the background and goals of the committee

--What led to the formation of a special subcommittee and the discussions.
``I always think that modernizing the construction production management system, including the traditional way of working, is a big issue. I think this is the perfect time because the law related to work style reform will come into full effect in April. The special subcommittee was attended by many stakeholders from industry, academia and government, including builders, designers and ordering parties. Although each side has a different perception of the problem related to the construction production management system, by working together, the different works can achieve stylistic reforms. We have discussed this matter in the hope that it will bear fruit.''
--What problems do you encounter with conventional construction production management systems?
The Public Works Quality Assurance and Promotion Act stipulates that each ordering party is responsible for quality control. Essentially, both the ordering party and the ordering party are responsible for the labor of each worker on the construction site, including technicians working at subcontracting companies. That is necessary. to understand and share about the actual working conditions and status'' ``
When trying to pass upper limit regulations, setting appropriate construction times is one of the most important measures for both the public and private sectors. It will not be possible to remove the above limitation unless both the ordering party and the ordering party fulfill their respective responsibilities, rather than the ordering party responding alone.''
--The proposal is summarized by setting out three timeframes. The point is.
``It includes three phases in the timeframe: initiatives that should be implemented as soon as possible until the upper limit regulations are in place, medium-term initiatives that aim to enhance productivity of the entire construction industry and the long term. Among these, many stakeholders have been promoting initiatives that require immediate action to apply the current upper limits. From now on, it is necessary to make the entire industry build awareness and establish solidity
The company also aims to improve productivity through stakeholder collaboration.
``A typical example is the superstructure of a steel bridge, where all the data from the design phase held by the Construction Consulting Association (Kenkonkyo) is linked to various data from the construction phase held by the Japan Bridge Construction Association (Hashikenkyo). If collaboration at each stage such as design and construction is expanded, the process efficiency of the construction production management system, one of the goals in the proposal, will improve.'' -- In the long term initiative, working styles will be changed and improved
The ultimate goal of reform is to secure and develop workers by creating an attractive construction industry.
“I want to support the concrete implementation of the recommendations and see this as an opportunity to develop and maintain infrastructure in a good working environment. If this happens, we can create a sustainable industry in which young people will want to work in construction. In June 2022, the Japan Society of Civil Engineers proposed `` Big picture of Civil Engineering'' (long-term overview of the whole country), which shows the future image of national infrastructure and land. need to change the processes we deliver and the way we work. We will organize a symposium or workshop in the spring to disseminate our recommendations.”
□ Summary of proposals from the Japan Association of Civil Engineers to reduce document preparation time □
Recommendations for reforming work styles in the construction industry were announced in January by a subcommittee of the Construction Management Committee of the Japan Association of Civil Engineers. Currently, to meet regulations on limits Overtime will be introduced from April, we will consider reducing the time needed to create construction-related documents as "the first step in working style reform". Construction companies alone can achieve every measure. including this Difficulty and recognition. We call on all stakeholders, including clients and designers, to drive initiatives across the entire construction industry.
The summary of the proposal is as follows.
[Efforts should be made as soon as possible until the above limits are applied]
▽Continue to increase wages and ensure appropriate construction time
▽Share and develop best practices
▽Significantly reduce time Document preparation time
▽Contractors, designers, and contractors work together to streamline processes. Eliminate wasted time and process stress
▽ Realize the importance of time management and “don't let the time you create go by”
[A mid-term initiative to improve your productivity entire construction industry around the 2030s]
▽ Improve productivity Create a positive environment that promotes contributing technology development
▽ Connect construction production and management systems to data and fundamentally change How the Construction Industry Works
[Realizing a sustainable and attractive construction industry around 2040s. Long-term initiatives]
▽Broadening the human capital base by improving and disseminating transform the attractiveness of the construction industry and nurture diverse human resources
▽Create a system to help the construction industry become sustainable and build a foundation from region to country
▽Continuously strengthen "To ensure "time ” and “funding,” we have developed medium and long-term plans for social infrastructure along with work style reform.
