The Ministry of Defense will, in principle, test a five-day work week based on site closures for all construction work (including port construction) ordered for fiscal 2023, for which bids have been announced since the 1st. Respond to the upper limit of overtime work with penalties, which will be applied to the construction industry in April 2024. In cases where it is difficult to secure two days off per week due to strict construction period restrictions due to reasons such as the operation of the unit, engineers and technicians, including on-site agents, take turns to secure two days off per week. The shift system type will be operated on a trial basis.
　On March 30th, I sent a letter in the name of the facility technology manager of the Development Planning Bureau to the general affairs and procurement managers of each regional defense bureau, the Obihiro defense branch chief, the Kumamoto defense branch chief, and the Nago defense office chief. In preparation for the upper limit of overtime work with penalties, we will strive to reduce overtime work, which counts overtime work on weekdays as well as work on holidays.
　Along with the principle of two days off per week for construction work, a "correction factor" was introduced to compensate for the reduction in working days and increase necessary expenses. On the condition that the ratio of days closed on site within the construction period is 28.5% or more from the initial planned price, the labor cost will be multiplied by "1.05" for both the closed site type and the non-closed site type/shift system. .
　If we are able to secure 8 or more holidays per 4 weeks, we will properly evaluate and add points to the construction system and construction status of the construction performance evaluation.
　We will also promote the setting of an appropriate construction period based on securing two days off per week. A maximum of 90 days will be set for the construction preparation period before the start of construction, and 20 days for the cleanup period after the completion of construction. It also clearly states the construction period setting that takes into account the post-process such as interior decoration, equipment, and paving. Regarding the setting of the construction period for building and equipment work, we recommend the use of the "Appropriate Construction Period Calculation Program" developed by the Japan Federation of Construction Contractors (Nichikenren, Chairman Yoichi Miyamoto). At that time, it is also required to confirm that the construction period is appropriate compared to similar construction records in the past.
