    On September 3, the Ministry of Economy, Trade and Industry held a meeting of experts on energy conservation policy (Energy Conservation Subcommittee). The Secretariat (Ministry of Economy, Trade and Industry) announced a new policy to encourage businesses covered by the Energy Conservation Act to switch to non-fossil energy. Specifically, a reporting system for “installation rooms” of rooftop solar power equipment in business buildings will be established.

    Under the current system, businesses are required to set their own targets for the introduction of renewable energy equipment, taking into account the constraints on the use of renewable energy depending on the building and its availability which varies by industry. Based on this system, we considered whether it would be possible to further encourage business operators to introduce renewable energy equipment.

    Among the medium- and long-term plans submitted in fiscal 2023, more than 30% of enterprises plan to deploy solar power generation, the most. In addition, the Large-Scale Introduction Subcommittee is drawing attention to rooftop solar as an initiative to expand the introduction of renewable energy, which has a lot of room for installation in a form that can easily coexist with the local community. Therefore, in the Secretariat's proposal, we first consider rooftop solar and propose to add a "room" element to the content of the periodic report based on the Energy Conservation Law.

    The proposed system requires specific businesses to determine the scope of rooftop solar panel installations in factories, etc. based on (1) the building’s roof area, (2) the load-bearing capacity at the time of design, and (3) whether solar has already been installed. Reporting is required on the area of ​​roof covered. We are also requiring reporting on roofs with low load-bearing capacity, to make it easier to consider installing lightweight next-generation solar panels in the future.

    Since the objectives of each business operator's introduction review are different from the perspective of profit, time frame, etc., business operators set certain conditions on the roof, and for those roofs that meet the conditions, the roof area and the roof area where the rooftop solar power is installed are determined to be required to report. We will consider setting aside "space for establishment" to comply with the voluntary disclosure system as it will help promote the efforts of each business operator.
