     On the 20th, a comprehensive flood prevention exercise was held on the right bank of the Yamato River in Fujiidera City, Osaka Prefecture, by 43 organizations including the national government, local governments, the Self-Defense Forces, fire departments, police, medical organizations, flood prevention affairs associations, and construction industry associations. Before the full-scale flood season, about 900 people took part in flood prevention drills in which sandbags were piled up, surveys of damage after flooding, and emergency countermeasures. Rescue of disaster victims and first-aid drills were also held, and an exhibition/experience corner for learning disaster prevention knowledge was set up at the venue.

     What was held was the "Yamato River Flood Prevention/Osaka Prefectural Regional Disaster Prevention Comprehensive Exercise" (sponsored by the Ministry of Land, Infrastructure, Transport and Tourism, Osaka Prefecture, and Osaka City). The theme is "Let's prepare for increasing disaster risks - network and new technology to improve local disaster prevention capabilities." Assuming that the rivers will rise and flood due to the approach of a large typhoon, the procedures were confirmed by people involved in the flood defense team, national and local government officials, and company employees.

    Emergency Measures Using Cranes

     In his opening remarks, Minister of Land, Infrastructure and Transport Tetsuo Saito said, "In recent years, flood damage has become more severe and frequent, so we are promoting not only hard measures such as river improvement, but also soft measures such as flood prevention activities as two wheels of a vehicle to minimize damage. "It's becoming more and more important to stay within," he stressed.

     Hirofumi Yoshimura, the governor of Osaka Prefecture, said, "I hope that the training will further deepen cooperation among the participating organizations and provide sufficient preparations for disasters." Hideyuki Yokoyama, the mayor of Osaka, said, "It is very important to cultivate flood prevention skills through regular training." Masafumi Waki, chairman of the National Federation of Flood Control Organizations, also rushed to the scene.

     In flood control training, the flood control team and related organizations conduct practical training on scouring countermeasures, water leakage countermeasures, and overflow countermeasures. Students also participated and experienced making sandbags. Damage surveys using helicopters and Tech Force (emergency disaster countermeasures dispatch units) and emergency drainage drills using pump trucks are also being conducted. The Osaka Construction Contractors Association carried out emergency measures based on the disaster agreement and installed foot protection blocks. The Kansai branch of the Japan Road Construction Industry Association (Hokkaido Kenkyo) also participated.


     CIVIL 3, which consists of four organizations, including the Construction Consultants Association, the Kinki Branch, and the Kansai Geological Survey Industry Association, carried out surveys using drones.
     Special vehicles and equipment for disaster countermeasures were exhibited at the venue.
