The Ministry of Land, Infrastructure, Transport and Tourism will fully implement measures in fiscal 2025 to award points to companies that have obtained work-life balance (WLB) certification when bidding for construction and business projects under the direct control of the Ministry. The system is expected to begin operating for all orders using the comprehensive evaluation method and competitive planning method (including the proposal method). Since its introduction in fiscal 2018, the scope of application has been gradually expanded, starting with large-scale construction projects as the final step.
The additional point evaluation system is based on the Act on Promotion of Women's Participation and Advancement in the Workplace, which took effect in 2016. Companies that have obtained the "Eruboshi Certification" based on the Act on Promotion of Women's Participation and Advancement in the Workplace, the "Kurumin Certification" based on the Act on Promotion of Support Measures for the Development of Next Generations, or the "Yell Youth Certification" based on the Youth Employment Promotion Act The standard is to add 1 point each time. Regardless of the stage or rank of each certification system, the additional point range is uniformly regulated.
Initially, this will only apply to certain Grade A construction works for general civil works and construction under direct control. In January 2024, the scope of the additional points was expanded to include general civil works and Grade A and B architectural works. The company has announced a policy to introduce this system to all projects within a year and has encouraged construction companies through industry organizations to prepare for certification.
The full implementation of the points-plus measure was explained at a meeting attended by construction industry organizations and scholars. Participants requested that a realistic operational schedule be presented as soon as possible because of the time it takes to obtain each certification. There were also concerns about the high barriers for local small and medium-sized construction companies to obtain certification. For example, ``B+C'' allows C-class companies to bid for B-class construction, which may give B-class companies an advantage. Taking these points into account, the Ministry of Land, Infrastructure, Transport and Tourism has indicated that it will review how to allocate points.
