    According to the "Ministry of Land, Infrastructure, Transport and Tourism Directly Controlled Construction Contract Documents (2022 version)" released by the Ministry of Land, Infrastructure, Transport and Tourism on the 16th, the total contract amount for construction work and operations under the direct control of the Ministry of Land, Infrastructure, Transport and Tourism was 2,560.5 billion yen in fiscal 2021. It was the second highest level of the year. The breakdown is 2,055.2 billion yen for construction (down 14.1% from fiscal 2020) and 505.3 billion yen for work (up 2.9%). Although the construction work fell below the highest level in 2020 in the past five years, the business has been on an upward trend for the past few years and has reached a record high level.


    The total number of contracts for construction and work was 28,858, the third highest number in the past five years after 2020 and 2019. Although both the number of contracts and the amount of contracts paled in comparison to fiscal 2020, it is possible to view that "it is almost the same as the average of the past five years, and the level is not so low," according to the Cabinet Office's Accounting Division. The work includes architectural and civil engineering consultants, surveying, geological surveys, etc. While the number of cases has decreased compared to fiscal 2020, the amount of money has increased, and it is speculated that the order lot will be larger.


     Out of the 9,576 contracted construction projects through general competitive bidding and designated competitive bidding, there were 349 cases where problems occurred during the contract process. The incidence rate was 3.6%, the lowest in the past five years and an improvement from 4.2% in fiscal 2008. Of the 11,060 cases, 165 were out of business. The incidence rate was 1.5%, about the same level as the 1.4% in fiscal 2020. There were 2,748 construction projects (2,772 in fiscal 2020) and 1,043 projects (867) for which bids were declined.


    The percentage of construction projects for which low bid price surveys were conducted was 1.2%, the same rate as FY2020. As a result of the survey, there were 7 cases (no increase or decrease) that did not reach the target of the survey and the contract. The incidence of low-bid investigations for work was 0.9%, down from 1.1% in the previous year and the lowest in five years. There were 4 cases (9 cases) that did not reach the target of the investigation and the contract.


    The successful bid rate over the past five years is ▽FY 2017 = 92.52% for construction work, 84.59% for work ▽FY 2018 = 92.74%, 84.92% ▽FY 2019 = 93.06%, 84.71% ▽ 20 FY = 93.02%, 84.83% ▽ FY 2009 = 92.55%, 84.86% -, it is almost flat.
