The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has designated 33 rivers, including the Rokkaku River system flowing through Saga Prefecture, as "Specific Urban Rivers" based on the Act on Measures to Deal with Flood Damage from Urban Rivers first designated in Kyushu. On the same day, a signing ceremony was held at the prefectural government office to confirm the designation of the Rokkaku River System as a specific river and urban basin, and Mayor Masashi Komatsu of Tago City, Mayor Daisuke Murakami of Ureshino City, Governor Yoshiyoshi Yamaguchi, and Deputy Director General Tadayuki Akamatsu of the Kyushu Regional Development Bureau signed the confirmation letter, reaffirming their determination towards river basin flood control efforts.
In the Rokkaku River system, more than 1,500 homes were flooded in 2019 and 21. It is expected that flood damage will not be addressed even if river countermeasures are promoted, and for the full implementation of watershed flood control, incentives such as extending subsidies for hardware development and development in flood protection areas will be regulated.
The river upstream of Kabashima Bridge (Kitagata town, Tago city) is designated and the catchment area is about 99 square kilometers. In the future, the "Basin Flood Response Measures Council" consisting of four signatory organizations and administrative agencies related to agriculture and forestry will be established around April to develop a basin flood response plan including flood damage countermeasures to be implemented over the period about 20~30 years.

Based on this plan, the company will accelerate river development, including digging river channels, developing flood control facilities, and dredging tributaries and waterways. We will enhance stormwater storage and intrusion functions such as the development of inland water control ponds and amusement parks, and the use of flood control and the use of dams and rice reservoirs. We will also consider designating areas such as flood damage prevention areas and storage function reserves, relocation from high-disaster risk areas, and land use regulations.
