2023 has started. The Tokyo Metropolitan Government has launched the "TOKYO Resilience Project" to promote long-term disaster prevention and mitigation. In order to strengthen disaster prevention functions, municipalities in Tokyo are stepping up their efforts to redevelop aging government buildings. The presidents of developers who play an important role in urban infrastructure development such as redevelopment projects have been replaced. Under the new system, we will strengthen international competitiveness and promote urban development with added value.

The resilience project developed by the Tokyo metropolitan government will take on the challenge of countermeasures against earthquakes and storms and floods, with the goal of the 1940s. The total project cost is about 15 trillion yen, and about 740 billion yen was allocated in the first year. As part of heavy rain countermeasures, we entered the basic design associated with the development of a regulating pond for the Sen River, which flows through both Koganei and Musashino cities. Based on the Tokyo Port Coastal Conservation Facility Development Plan, which has been in its second year since its formulation, anti-seismic and water-resistant measures such as seawalls and water gates will be implemented.
Local governments in Tokyo will actively redevelop aging government buildings. The "Tateishi Station North Exit District Urban Redevelopment Project", which houses the new government building in Katsushika Ward, will begin construction this year. The specific business agent is the Kashima-Sumitomo Mitsui Construction JV. The government building is located on the 3rd to 13th floors of the east wing (3 basement floors, 13 floors above ground, 2 floors, total 41,472 square meters). Aiming for completion in 2016.
Shinagawa Ward will invest more than 40 billion yen to build the new government building. A total of about 60,000 square meters is expected, and a contractor will be decided around May in preparation for starting the basic design this summer. Detailed design is scheduled for FY2012. Construction will start in fiscal 2013, aiming for completion in fiscal 2015.

Tama City will rebuild the main government building at its current location. A total of about 18,000 square meters is expected, and the basic design and implementation design will begin in fiscal 2013 and 2026. Construction will start in 2015 and is scheduled to be completed in 2017. The use of the design-build (DB) method and the PFI method will be considered.
Major real estate developers such as Mitsui Fudosan, Mitsubishi Estate, Tokyu Land, and Nomura Real Estate Holdings have changed their top management one after another.
The new president of Mitsui Fu, Shun Ueda, has declared himself to be an "industrial developer," and will support the creation of new industries by providing a forum for leasing main office buildings and promoting cooperation among companies that have gathered together. Established the general incorporated association "Cross You" for the purpose of fostering the space industry. In collaboration with the Japan Aerospace Exploration Agency (JAXA), the company plans to set up a base for the space industry in Nihonbashi.
Atsushi Nakajima, the new president of Mitsubishi Estate, emphasized at a press conference in February that the Otemachi, Marunouchi, and Yurakucho areas would be "attractive spaces incorporating elements such as living, culture and entertainment." In addition, rental apartments will be put in the upper part of the complex building "Torch Tower" (about 390 meters high) to be developed in front of Tokyo Station, and a hotel for the wealthy will be invited. A new wind will be blown into the area, which has a strong impression of a business district. Construction work is scheduled for this fiscal year, and demolition work is progressing under construction by Shimizu Corporation.
