Ensure uniformity and consistency
Verification of the above content, Chairman of the Economic Committee of the National Assembly Vu Hong Thanh affirmed that the projects falling under the classification criteria of national important projects, the Government's submission to the National Assembly for consideration and decision is correct. regulations.
The Economic Committee agreed with the need to invest in these 3 projects for the reasons stated in the Government's Report to concretize the 10-year socio-economic development strategy for 2021-2030 approved by the last Congress. approved by the Party XIII. At the same time, the investment in these highways will promote the socio-economic development of the areas through which the expressway passes, helping to enhance the assurance of national defense and security.
Projects are basically formulated in accordance with the Socio-Economic Development Strategy and Plan approved by the 13th Party Congress; The road network planning for the period 2021-2030, with a vision to 2050 has been approved by the Prime Minister, in line with the relevant planning and the implementation plan of the road network planning period 2021-2030, with a vision and vision. looking to 2050 (3 projects are invested in the period of 2021-2025).
Some National Assembly deputies believe that the implementation of many highway projects with complex technical requirements in a short time will require a huge resource, while localities are assigned to implement 3 projects also have no experience in organizing the implementation of expressway projects. Therefore, the Economic Committee realized that the implementation of the 3 projects would face difficulties in ensuring the progress, quality and quality of the project.
so it is recommended to evaluate more fully the ability to disburse, absorb capital, balance and efficiency in resource allocation, management capacity and construction to have timely solutions. , synchronized. The Government and localities need to commit to the responsibility of organizing the implementation to ensure the efficiency, progress and quality for these and other important projects to be implemented together, and at the same time it is necessary to strengthen the role of Ministry of Transport in organizing the implementation.
In order to facilitate decentralization, the Government recommends division of component projects according to the principle that they are located within a province. However, such division of component projects will not guarantee the independent operation of component projects. Therefore, the Government is requested to clarify solutions to ensure the uniformity and consistency of all these projects and facilitate the management, exploitation, operation and collection of fees later.
