Aomori Prefecture Selects JV of Sato General Planning & Yashima Architects for New Integrated Hospital Basic Design

Aomori Prefecture has selected the joint venture of Sato General Planning and Yashima Architects (Aomori City) as the top proposer in the WTO-style public proposal for the basic design of a new integrated hospital on September 22. The runner-up was Nikken Sekkei. Four firms participated in the proposal.
The project covers the basic design of a new hospital building that will integrate the Prefectural Central Hospital and Aomori City Hospital. The new facility is planned to be approximately nine stories, with a total floor area of 72,600 m² and 757 beds. The reference price for the design contract is ¥371,805,500 (tax included). The contract is expected to be signed within this month, with the design phase scheduled to complete by September 30, 2026.
The selection process involved a two-stage review by a committee chaired by Shinsuke Kawai, Professor at Kyoto Prefectural University Graduate School, evaluating technical proposals and presentations.
The new hospital will consolidate the functions and resources of the two existing hospitals and be jointly managed by Aomori Prefecture and Aomori City. It is designed as a core medical hub balancing advanced acute care and regional healthcare.

The estimated construction cost of the new hospital is ¥64.8–72.9 billion (tax included). The existing prefectural skating rink on site will be demolished after the FY2026 National Sports Festival, enabling facility construction from FY2028. The total construction period, including site development, is FY2028–2032, with the hospital expected to open in October 2032.
The construction management (CM) services for the basic design of the integrated hospital have been entrusted to Plus PM.
