Yamatokoriyama City, Nara Prefecture: Seeking operator for complex facility at former Asumo site; proposal announcement in April

    Yamatokoriyama City in Nara Prefecture is planning to build a complex that includes public facilities such as a multi-story parking lot and private facilities such as a supermarket on the former site of the Asmo Yamatokoriyama commercial facility in front of Kintetsu Koriyama Station (529-2 Minamikoriyama-cho). A public-private business partnership program based on long-term leasing will be launched, contributing to the revitalization of the area around the station. The city has released a draft proposal guideline before collecting applications from businesses. The proposal will be announced in April, with proposals accepted from July to September, and the preferred negotiating party will be selected as early as late October.

    The subject is "Joint development project for public parking lots for shops, etc. in front of Kintetsu Koriyama Station." The land area is approximately 4,150 square meters. In commercial areas in urban districts, the maximum building coverage ratio is 80% and the floor area ratio is 500%. The basic principle is that the lease contract has a fixed term of 30 years after the start of service, but proposals with a term of less than 50 years will also be accepted. The rental price is 844 yen/m2/month.

    The city plans to develop a self-parking public car park and a childcare support centre, and is inviting proposals from the private sector for a retail facility. We hope to see commercial establishments such as supermarkets and cafes creating a vibrant atmosphere, as well as offices, health, welfare and medical facilities.

    The operator will be a company that owns the facility and may form a joint venture with design, construction and maintenance companies. Both the design and construction companies are required to have experience in designing and constructing multiple facilities of equal or greater size. Alternatively, a special purpose company (SPC) may be established.

    Expressions of interest will be accepted from May 26 to June 20 and proposals will be accepted from July 1 to September 30. A preferred negotiating party will be selected based on the review of presentations by a corporate selection committee of academics.
