On the 29th, the city of Morioka announced the 2nd phase of the city development plan (draft) that leads to the revitalization of the city center. We will clarify the direction of the five-year period (2023-2027) that aims to revitalize the central city area, which will be the core of living and exchange, and promote continuous efforts by the public and private sectors. The theme of the plan is "urban development where the value created by walkables is connected". Based on the results of the citizen awareness survey and the issues identified from the analysis of the current situation, we aim for a V-shaped recovery of the city's economy toward the post-coronavirus.
The Economic Planning Division (2-18, Wakazono-cho) is soliciting opinions until July 21st. After the council meeting on the 14th, it will be formulated at the end of the same month.
The area designated as the central city area consists of four areas: around JR Morioka Station, around Odori and vegetable gardens, around Morioka Castle Ruins Park, and Kanan. It plays the role of driving the region with administrative, economic and tourism functions and transmitting its distinctive personality as the “face of the town”.
Based on the issues and analysis, from the perspective of "bustle and economic vitality" and "diverse and advanced urban functions" ▽Attractive shopping districts and commercial facilities ▽Streetscapes where nature, history, culture and urban space are in harmony ▽Walking pleasant towns Functions such as space ▽ job creation, driving the local economy ▽ forming a base for regional public transportation ▽ gathering base facilities for administration, education, medical care, etc.
As a priority project, we have newly incorporated a "central city area revitalization support project" that promotes circulation between shopping districts and other areas and creates bustle. In the Uchimaru District Redevelopment Project, we will continue to consider the preparation of the Uchimaru Plan (provisional name). The Minami Odori 1-chome Commercial Development Project considers the development of commercial facilities with Morioka-style restaurants, the development of cafes and merchandise sales facilities, and the development of an event space with artificial turf.
The plan grasps the business results every year and follows up on the overall efforts. Target values for the final year to evaluate the status of revitalization were set at 365,000 weekly traffic, 13,100 residents, and 185,000 yen per square meter of land price.
At present, the central city area revitalization basic plan, in which the government supports hardware development through subsidized projects, will not be applied for because the core development projects have not been materialized, and will be considered when new projects are materialized. .
