Fuchu City, Tokyo, has planned to reorganize four public facilities around Fuchu Station on the Keio Line of the Keio Electric Railway. The Central Cultural Center, the Medical Center, and Fureai Hall will be combined into a new complex. Construction is scheduled to begin in 2029 and be completed in 2031. We will consider ways to utilize the redundant Fureai Hall site, including public-private partnerships. The Government Building No. 2 north of Fuchu Station will be used as a temporary relocation site for the three facilities and will be put to effective use after considering demolition.

Government Building No. 2 North of Fuchu Station (from Fuchu City public documents)
On the 26th, the draft of the ``Basic Policy on Renovation and Efficient Utilization of Public Facilities Around Fuchu Station'' was announced.
The complex's target includes the Central Cultural Center (2-25, Fuchu-cho 2, RC building 6 floors, total area 3,420 square meters), the medical center (RC building, 1 basement and 3 floors above ground, total area 3,679 people). square meters), and the Fureai Hall (1-30, Fuchu-cho, RC building, 1 basement, 3 floors above ground, total area 1978 square meters). The total area will be 9,000 square meters.
In the future, all will be demolished and a complex of three facilities will be built on the site of the Cultural Center and the Central Medical Center. The scale of the complex is calculated based on two models: one with a total area of about 6,000 square meters and the other with a total area of about 6,400 square meters.
The basic plan for the complex will be developed in fiscal year 2025. The period from 2016 to 2028 will be devoted to basic and detailed design, with the goal of putting the building into use in 2032 after construction.
In a clear market survey (dialogue) conducted by the city regarding the former Fureai Hall site (site area: 1,862 square metres), there were opinions that appreciated the location of this site with the station and the convenient transportation access. We will continue to consider ways to make effective use of this facility and concrete initiatives will begin around 2032, when the complex is operational.
The Fuchu Station North Government Building No. 2 is scheduled to be decommissioned in fiscal 2026 due to being merged into the main government building. The city will carry out renovation work in 2027 and 2028, and from 2029 to 2031 it will be used as a temporary relocation site for the three facilities that will be converted into the complex. When the complex begins operations in 2032, it will be decommissioned again, but by then the building, which was completed in 1991, will be about 40 years old. The city is considering demolition and will decide on the property's use policy in fiscal 2031.
