The green energy arm of India’s state-owned power giant NTPC is seeking “green chemicals developers [from] around the globe” to develop a 7GW green hydrogen project in the state of Andhra Pradesh by 2032.

In its invitation for expression of interest (EOI) for the country’s first National Green Hydrogen Hub, NTPC Green Energy Ltd (NGEL) states that the project is designed to produce 2.5 million tonnes of green hydrogen-based chemicals annually — including ammonia, methanol, e-SAF (synthetic aviation fuel), green urea, etc. — from 7GW of electrolyser capacity.

The hub, located near the coastal village of Pudimadaka, will also include a port or jetty, a desalination plant, chemical storage, and 7.5GW of new transmission lines. The renewable power required will be supplied by NGEL.

The project was initially announced in February 2024, when NTPC, India’s largest power producer, signed a land lease agreement for a 485-hectare site with the Andhra Pradesh Infrastructure Corporation. In January 2025, Prime Minister Narendra Modi virtually laid the foundation stone for the facility, which was expected to cost $21 billion and be supplied by 20GW of renewable energy.

NGEL notes that following evaluation of the EOIs, it may enter into different types of agreements with the selected developer, such as:

    • Sale of renewable power

    • Land sub-lease

    • Supply of green hydrogen, green ammonia and/or biogenic CO₂

    • Establishment of a joint venture with NGEL

Developers have until 24 October 2025 to submit EOIs via the NTPC tender portal.
