The Nishi-Nippori Station Area Urban Redevelopment Preparation Association, which operates in Arakawa Ward, Tokyo, has applied to the Tokyo Metropolitan Government for approval to establish the association. According to the business plan, the redevelopment facility will have a total area of 164,000 square meters. It will include commercial and cultural exchange functions and housing (979 units). The total project cost is estimated at 134.1 billion yen (including tax, hereinafter). Construction is scheduled to begin in April 2027 and be completed in March 2031.

On the 15th, public inspection procedures for the business plan began at the Arakawa Ward Office and other locations. The project was approved by the city planning (ward approval) in 2021. After the establishment of this association is approved in 2024, the right transfer plan will be approved in 2025, and demolition will begin in 2026. Tokyu Land Group is joining the preparatory association as a potential member.
The planned site is Nishi-Nippori 5 (approximately 2.3 hectares). Located between JR/Tokyo Metro Nishi-Nippori Station and Nippori-Toneri Liner Nishi-Nippori Station. The building is planned to be constructed using RC/S with some SRC works, including 3 basements, 46 floors above ground and a 2-story tower, with a total area of 164,150 square meters. The height is approximately 170 meters. Upon completion, it is expected to surpass Station Garden Tower (Nishinippori 2, approximately 145 meters high) to become the tallest building in Arakawa Ward.
The basement will be used for parking (about 520 spaces) and bicycle parking (about 2,900 spaces). Floors 1 to 10 will have commercial functions, childcare support facilities, conference facilities and cultural exchange facilities. All floors above the 11th floor will be residential.
Along with the redevelopment, urban infrastructure such as traffic plaza (about 1,800 square meters), pedestrian paths and roads will also be developed. The deck connects JR/Tokyo Metro and Nippori/Toneri Liner stations. Increasing convenience in moving and traveling.
The total cost of the project is estimated at 134.176 billion yen.
