The Cienco 6 - Coteccons - Thuan Viet consortium asked the Ministry of Transport to preside over the preparation of a pre-feasibility study report for the project "Investment in construction and expansion of Ho Chi Minh City - Trung Luong Expressway by mode (PPP).
Accordingly, the consortium of 3 enterprises: Cienco 6 - Coteccons - Thuan Viet, has just submitted a written request to the Ministry of Transport (MOT) for permission to preside over the preparation of pre-feasibility study reports and project feasibility reports. Expressway expansion project HCMC - Trung Luong, phase 2.
Joint venture Cienco 6 - Coteccons - Thuan Viet prepares a pre-feasibility study report and a feasibility report for the project "Investment in the construction and expansion of the Ho Chi Minh City - Trung Luong Expressway" in the form of a public-private partnership. PPP).
Specifically, in the proposal sent to the Ministry of Transport, the Cienco 6 - Coteccons - Thuan Viet joint venture introduced themselves as capable companies in infrastructure construction, civil and industrial construction. investment and development of real estate and industrial projects. This consortium was established with the orientation of investment and development of infrastructure projects across the country.
According to the report of the Cienco 6 - Coteccons - Thuan Viet joint venture, reference data from the transport sector management agencies shows that the Ho Chi Minh City - Trung Luong expressway is overloaded (at full capacity). ). Therefore, the consortium asked the Ministry of Transport to consider and permit the preparation of the pre-feasibility study report and the feasibility report for the project "Investment in construction and expansion of the Ho Chi Minh City - Trung Luong Expressway" project. under the public-private partnership (PPP) method.
At the same time, the joint venture Cienco 6 - Coteccons - Thuan Viet also committed to self-pay the preparation of pre-feasibility study reports and project feasibility reports to submit to competent state agencies for approval. In case the reports are not approved, the consortium commits to bear all costs related to the preparation for the construction investment.
Introducing and demonstrating capacity, the Cienco 6 - Coteccons - Thuan Viet partnership, said that this consortium includes 3 companies: Traffic Construction Corporation 6 - JSC (Cienco 6), Joint Stock Company Construction of Coteccons (Coteccons); Thuan Viet Construction - Trading Company Limited (hereinafter referred to as Thuan Viet).
In terms of capacity and experience, Cienco 6 is a corporation under the Ministry of Transport specializing in the construction of traffic infrastructure works, airports, ports... Cienco 6 is constructing 2 Ben Luc expressways - Long Thanh and Dau Giay - Phan Thiet. Cienco 6 currently has a charter capital of VND 492 billion, revenue in the last 3 years reached VND 3,800 billion, equity reached VND 520 billion.
Coteccons Construction Joint Stock Company specializes in civil and industrial construction, especially high-rise buildings. Recently, Coteccons has invested and constructed a number of technical infrastructure projects. In addition to a team of more than 1,800 engineers and employees, Coteccons also trained more than 2,000 construction workers according to international standards. Conteccons currently has a charter capital of VND 792 billion, revenue in the last 3 years reached VND 48 trillion, equity of VND 8,247 billion.
Thuan Viet Construction - Trading Co., Ltd specializes in the field of investment and construction, Thuan Viet provides diverse construction solutions for large-scale projects throughout the country. Currently, Thuan Viet has more than 500 employees and 2,000 skilled workers. Thuan Viet's charter capital is 1,500 billion VND, revenue in the last 3 years is 7,800 billion VND, equity is 1,677 billion VND.
Notably, before that, in May 2022, the Ministry of Transport also received a proposal from the Vingroup Corporation - Techcombank to implement the Gia Nghia - Chon Thanh expressway project.
After reviewing, the ministry found that the proposal of the Vingroup - Techcombank consortium was in accordance with regulations and approved the Vingroup - Techcombank consortium to preside over the preparation of a pre-feasibility study report for the Gia Gia Expressway construction investment project. Nghia - Chon Thanh under the PPP method, the deadline for submitting the investor's project proposal is before August 31, 2022.
Previously, in May 2022, the Ministry of Transport also received a proposal from the Vingroup Joint Venture - Techcombank to implement the Gia Nghia - Chon Thanh expressway project.
It is expected that at the beginning of July 2022, the Ministry of Transport and the People's Committees of Dak Nong and Binh Phuoc provinces will coordinate and organize the review of the first report of the Gia Nghia - Chon Thanh expressway project to unify the contents of the project. content on alignment, implementation plan... as a basis for implementing the next steps.
After completing the proposal, the project will be appraised and decided on investment policy in accordance with the provisions of the PPP Investment Law and other relevant laws.
Thus, this is the second time a consortium has proposed to build a highway under the PPP method. And if this proposal is approved, it will be a good premise to attract and accelerate the realization of the PPP Law in transport infrastructure after many years of delay because of unclear policies.
