Output control through uncertain connectivity, ``low prospects, with some exceptions'' in medium and long term

    On September 18, the Ministry of Economy, Trade and Industry held a meeting of experts (power grid working group) on efficient operation of renewable energy power grids and announced the outlook for output control.

    There are two types of output control (output curtailment) for renewable energy: (1) due to the supply-demand balance of the entire system and (2) due to grid congestion at individual transmission facilities and substations (main system, local system). (2) applies to the case of connection via uncertain interconnection.

    The output control outlook for (1) is published every six months. Although there are some regions where demand is expected to decrease compared to the previous forecast, in the latest figures, demand is expected to be unchanged or decrease in most regions due to factors such as reduced renewable energy output. On the other hand, in the Kansai Electric Power Region, the rate increased from the previous forecast (0.7%) to 1.7% due to changes in the nuclear power inspection process.

    In addition, the Ministry of Economy, Trade and Industry announced (2) the mid- and long-term outlook for output control due to grid congestion for the first time. According to the report, "The eastern region tends to have more output control, but compared to the level of output control due to supply-demand balance constraints (short-term outlook for fiscal year 2024), the level of output control due to grid constraints should be small except in some areas." This is the result. The maximum annual output control amount and the total value for individual systems are 174 MW for Hokkaido Electric Power, 523 MW for Tohoku Electric Power, and 41 MW for Tokyo Electric Power.

    Looking at the output control ratio of each individual system, two local systems under the management of Hokkaido exceed 10%, three major systems under the management of Tohoku Electric Power Company are in the range of 5% or 3%, but most of the other systems have low output control ratios, some are in the range of 2% and most are below 1%.

    The lines exceeding 10% were the Iwamatsu Line (Nishiotofuke - Shimizu Switchgear) at 10.972% and the Iwamatsu Line (Shikaoi - Shiniwamatsu Switchgear) at 13.068%.
