    Hokkaido Electric Power and Tohoku Electric Power have officially joined the offshore wind power project at New Ishikari Bay Port, Hokkaido. On September 30, JERA Nex, the renewable energy subsidiary of JERA, transferred part of its business interest to a company co-founded by the two utilities.

    Project details:

    • 14 bottom-fixed offshore wind turbines, each with 8 MW capacity, totaling 112 MW.

    • A large-scale 180 MWh onshore battery storage system using lithium-ion batteries.

    The project, invested by JERA and Green Power Investment (GPI, Tokyo), started commercial operation in January 2024. After Hokkaido and Tohoku Electric joined, the exact equity share has not been disclosed, but JERA Nex remains the majority shareholder.

    The electricity generated is sold under the FIT (Feed-in Tariff) scheme, with part of it supplied to the Ishikari Zero-Emission Data Center (ZED Ishikari), operated by Kyocera Communication Systems (KCCS) since October 2024.

    Key contractors and suppliers:

    • Onshore EPC: Kajima Corporation.

    • Offshore EPC: Shimizu Corporation and Nippon Steel Engineering JV.

    • Wind turbines: Siemens Gamesa Renewable Energy.

    • Offshore foundations: Nippon Steel Engineering.

    • Battery storage: Cells supplied by Samsung SDI, PCS and system integration by TMEIC, which oversees the entire system including operation control.

    This will be Japan’s largest renewable energy battery storage facility, designed to stabilize fluctuating offshore wind generation.
