Central system for offshore wind power generation scheduled to be implemented in FY2023
As part of the central system for offshore wind power generation, the Ministry of Economy, Trade and Industry and the Ministry of Land, Infrastructure, Transport and Tourism have decided to conduct a survey in fiscal 2023 by the Japan Energy and Metals National Corporation (JOGMEC). As part of this, in fiscal 2022, we will amend the law to add geological structure survey work related to offshore wind power generation to the work of the Japan Energy and Metals National Corporation (JOGMEC).
Regarding the survey target area by the central method, it is assumed that the implementation of survey activities in the target area will cause operational adjustments (fisheries, shipping routes, etc.) to understand the implementation of the survey. It is an area that accepts information provided by prefectures and conforms to the provisions stipulated in the "Ministerial Ordinance on Business Operation, Finance, Accounting and Personnel Management of the Japan Energy and Metals National Corporation".
2. Result of selection of survey area
From 2023, the national government received information from prefectures from October 13th to November 4th, 2022 regarding the survey areas to be implemented by JOGMEC, and provided information on 3 areas. After that, on January 11, 2023, a third-party committee consisting of academic experts was held, and based on the opinions of the committee, the following three areas were selected.

From now on, JOGMEC will conduct surveys on wind conditions and geological structures, premised on the enactment of the government budget for FY2023, while coordinating with the parties concerned in each of these areas.
In addition, this project is designated as a "marine renewable energy power generation facility development promotion area" (promotion area) based on the "Act on Promotion of Use of Sea Areas for Development of Marine Renewable Energy Power Generation Facilities" (Renewable Energy Sea Area Utilization Act). etc., and the designation of promotion areas, etc. will be dealt with separately according to the prescribed procedures.
