OTSU CITY/CITY HALL BASIC MAINTENANCE PLANNING SUPPORT SERVICE FOR NIKKEN SEKKEI

    Otsu City has selected Nikken Sekkei as the contract candidate in an open call for proposals for the "Work to Support the Development of the Basic Plan for Otsu City Hall." Three parties participated in the proposal. The main building, which has problems such as lack of earthquake resistance, will be relocated and rebuilt. The new government building is expected to have a total area of ​​40,000 to 45,000 square meters, including 10,000 square meters that will be used for the current building.

    The city began considering countermeasures after an earthquake resistance diagnosis conducted in fiscal 2004 showed that the current main and annex buildings of the city hall (3-1, Goryo Town) were not seismically resistant. We considered rebuilding or renovating the building on the current site, but since part of the site was designated as a landslide warning area in fiscal 2016, we considered relocating it from fiscal 2021. We decided to move to the Ojiyama General Sports Park in fiscal 2021.

    According to the basic idea put forward in fiscal 2022, the total area required for the facility is estimated to be 40,000 to 45,000 square meters, including a new building to be used for the existing facility (total area of ​​about 10,000 square meters). The estimated project cost is 16.6 billion to 19.75 billion yen, including the cost of building a new government building of 15 billion to 17.5 billion yen, the cost of building a multi-story parking lot of 900 million to 1.35 billion yen, and the cost of land acquisition of 700 million to 1.35 billion yen. I have already calculated the 900 million yen.

    The contents of the work are ▽ Support for reviewing the basic building development plans of the government (checking the basic concepts, checking the introduced functions, performance, scale, checking the basic plans) ▽ Support for reviewing business plans (comparison and checking business methods, designer selection methods, etc.) Comparative research, drafting specifications for selecting designers, reviewing estimated project costs and financial resources, studying project progress) ▽ Support for building consensus among citizens ▽ Support for organizing social gatherings ▽ Review of counters and office spaces ▽ Review of transportation plans, etc. The implementation period is until June 30, 2025. The maximum commission amount is 25.85 million yen (tax included).

    The future schedule at the time of the basic idea was that the basic design and implementation design would be completed about three years after the basic plan was drawn up and the construction and building work of the new government building would be done about three years after that.
