The Ministry of Transport has just sent a document to the Prime Minister on the implementation of phase 2 of the Long Thanh International Airport Construction Investment Project.
Accordingly, the Ministry of Transport proposed to the Prime Minister to consider and assign Vietnam Airports Corporation - ACV to study the implementation plan for phase 2 of the Long Thanh International Airport Construction Investment Project.
Previously, in Resolution No. 94/2015/QH13, the National Assembly determined the scale of investment in each phase, of which, phase 1 invested in building 1 runway and 1 passenger terminal along with other facilities. synchronous auxiliary items with capacity of 25 million passengers/year, 1.2 million tons of goods/year; Phase 2 continues to invest in building an additional open runway and 1 passenger terminal to reach a capacity of 50 million passengers/year; Phase 3 completes the project's items to reach a capacity of 100 million passengers/year and 5 million tons of goods/year.
Also in this Resolution, the National Assembly assigned "The Government to direct the preparation of feasibility study reports for each phase of the Project and report to the National Assembly for approval before deciding on investment".
According to the Ministry of Transport, in order to carry out leveling work in the T3 passenger terminal area and build a second runway, the Government needs to direct the organization to prepare a construction investment feasibility study report. Phase 2 of the Project and report to the National Assembly for approval.
Recently, the Ministry of Transport has issued documents requesting ACV to study the implementation plan for phase 2 of Long Thanh International Airport, reporting to the Ministry of Transport for synthesis and reporting to Government leaders.
According to ACV's report, the above items are not within the scope of the Phase 1 project, so the investor has not been identified, the capital source has not been arranged, and the land use scope has not been regulated.
“These contents need to be clarified in the Feasibility Study Report so that competent authorities can approve the project before implementing construction investment. Therefore, ACV requests that the Ministry of Transport report to the competent authority for guidance," the Ministry of Transport leader informed.
In addition, the Project Pre-Feasibility Study Report was submitted to the National Assembly to approve the investment policy in Resolution No. 94/2015/QH13 implemented by ACV. Based on the Resolution of the National Assembly, in August 2016, the Prime Minister assigned ACV to organize the preparation of a Feasibility Study Report for phase 1 of the Project.
According to the content of the investment approval file for phase 1, ACV has built a business plan, accumulated money to implement the phase 2 project and oriented for phase 3, in which the total investment capital needs Phase 2 investment is about 48,000 billion VND, expected implementation time is from 2028 - 2032.
The Ministry of Transport said that the time to complete and put into operation phase 1 as well as the need and time to invest in phase 2 depends on the investor and enterprises operating Long Thanh International Airport in the future. is ACV. Currently, ACV is an enterprise directly represented by the State Capital Management Committee at Enterprises, not under the management of the Ministry of Transport.
Previously, in Notice No. 215/TB-VPCP dated June 8, 2023 and No. 70/TB-VPCP dated February 28, 2024, the Prime Minister assigned the Ministry of Transport to preside over and coordinate with relevant agencies to research Studying the implementation plan for phase 2 of the Long Thanh International Airport Construction Investment Project and the second runway for investment immediately after completing the phase 1 project.
Long Thanh International Airport construction investment project is built on an area of 5,000 hectares in Long Thanh district, Dong Nai province.
The airport was built at level 4F, is an important international airport in Vietnam, aiming to become one of the region's air transit centers. The project has a capacity of 100 million passengers/year and 5 million tons of cargo/year. Of which, phase 1 has a capacity of 25 million passengers/year and 1.2 million tons of goods/year. The estimated total investment of the entire project is about 16.06 billion USD, of which phase 1 is 5.45 billion USD.
Currently, on the construction site of the Long Thanh International Airport Construction Investment Project, there are nearly 4,000 domestic and international engineers and workers with more than 2,000 machines working day and night to speed up the construction of bidding packages. Important bidding packages are being accelerated, accelerating progress to be completed and bring the airport into operation by the end of 2025.
