The government will accelerate the introduction of concessions (rights to operate public facilities, etc.). In the airport field, we will promote the introduction to all airports in principle, including locally managed airports. We aim to materialize the three airports in the next five years. With a view to recovering inbound tourists, we would like to introduce private know-how to airport management and maximize the functions of the facility. We will also work to expand the target facilities such as stadiums and arenas. We will enhance the menu of financial support such as tax system and subsidies / grants to support the introduction.
Of the 97 airports nationwide, 19 airports have already introduced concessions. Some airports, such as Haneda Airport (Ota-ku, Tokyo) and Narita Airport (Narita City, Chiba Prefecture), need to continue to expand their airport capacity. We will consider the use of concessions while taking into account the progress of airport function enhancement and the relationship with the region. We will continue to aim to expand the introduction of concessions in the fields of water and sewage and industrial water, which are still under development.
For stadiums and arenas, which will be new areas, guidelines for concessions will be formulated by this fall. We would like to start the examination procedure for concrete implementation in about 10 cases by 2026 for the facilities of local governments. Approximately 20 locations, including the ZOZO Marine Stadium (Chiba City) and the new facility of the Akita Prefectural Gymnasium (Akita City), which is planned to be rebuilt, will be the candidate projects, and top sales will be made to the chief from this month to encourage the introduction of concessions. Realizing high-quality services with free ideas from the private sector while reducing the burden on the government. I want to use it as a catalyst for regional growth.
The government has positioned PPP / PFI, including concessions, as one of the pillars of public-private partnership in order to realize the "new capitalism" advocated by the Kishida administration.
