Comprehensive emergency measures stipulated measures to promote "measures for raising wages and passing on prices" in each industry as part of measures for small and medium-sized enterprises. Public orderers such as prefectures are encouraged to take measures based on public contracts such as utilization of slide clauses and extension of construction period, as well as timely revision of the material unit price used for estimation. When the material unit price is set independently, it is requested to grasp the latest market transaction price by advancing the survey time, increasing the survey frequency, and hearing with the seller.
The private ordering organization is informed of the provisions regarding changes in the contract price and construction / construction period in the private contract. He emphasized the "partner" relationship between the ordering party and called for appropriate measures to facilitate the transfer to the former subordinates and material companies. It also urged construction industry groups to pass on prices by optimizing subcontracting transactions, and also encouraged consideration for material companies, construction machinery and temporary equipment renters, security companies, and transportation companies with whom they have business relationships.
In the comprehensive emergency measures, the measures against the price increase of straight asphalt (stores), which is the raw material of asphalt mixture, are specified separately. In a request document issued on the same day under the joint name of the Ministry of Land, Infrastructure, Transport and Tourism and the Ministry of Economy, Trade and Industry, we urged those involved in asphalt mixture transactions to appropriately pass on the price increase, and requested public orderers to set appropriate contract prices.
