    The Ministry of Health, Labor and Welfare is aiming to apply it from 2023, and will consider deregulating the "patrol" of work places required by the Industrial Safety and Health Act (Safety and Health Act). Utilize digital technology to create an environment where you can check the on-site situation even in remote areas. The deregulation of patrol regulations will be included in the "lump-sum review plan" of the regulations formulated by the government. After deciding the plan, the Ministry of Health, Labor and Welfare conducts interviews with related organizations of both labor and management and decides whether or not to utilize digital. At the same time, we will study usable technologies such as wearable cameras and image recognition processing, and summarize the results by the end of FY2010.


    If the use of digital technology is permitted, it is said that necessary measures such as revision of ministerial ordinances and notifications / notifications will be taken in FY2011 as well.


    In the construction industry, etc., multiple contractors work intricately on the site due to the multi-layered structure under the former. There were cases where workers collided with construction machinery during work, fell from openings, and labor accidents occurred due to insufficient communication and coordination between contractors. For this reason, the Safety and Health Law and the Industrial Safety and Health Regulations (Safety and Health Regulations) stipulate that patrols by the specified principal business operator should be conducted at least once a day. Check the adjustment status between work and the safety of construction machinery and equipment by patrol. If unsafe work or dangerous situations are discovered, immediate improvement is requested or work-related accident prevention measures such as instructions to stop work are taken.


    The government is aiming for regulatory reform through digital technology in two stages: ▽ remote information collection (evaluated by people) ▽ refined judgment, automation / unmanned (evaluated by AI, etc.).


    Based on the background of the patrol regulations made by the specified principal operator, it is a principle that the safety and health level will not be lowered by the review. Digitization is required to have the same information as when it is implemented in the field, and to be able to promptly implement work-related accident prevention measures. The Ministry of Health, Labor and Welfare envisions collecting information from remote locations using wearable cameras and grasping unsafe behavior using fixed-point cameras and image recognition processing. It is expected that it will be the specified principal operator as before to make decisions and take concrete measures based on the information obtained from digital technology.
