Ministry of Land, Infrastructure, Transport and Tourism / Construction-related business registration system to be online from November, expected to reduce the burden of procedures
In November, the Ministry of Land, Infrastructure, Transport and Tourism will start operating a new system that will make the registration application procedures for construction-related businesses such as construction consultants and surveyors online. The existing system, which was premised on sending application documents by mail or PDF, has been modified to make it easier to apply online. A function to automatically check the input content has also been added, so unnecessary remand will be eliminated. In addition to reducing the burden on applicants, it is expected to speed up the process from application to registration.
The "construction-related contractor registration system" that has been in operation since 2010 has been modified. The system, which had been operating on a server within the headquarters, was migrated to a cloud server. In line with this, the operating environment for online applications has been upgraded to create an environment where applications and reception can be easily done anywhere.
The registration system covers four industries: surveying, construction consultants, geological surveys, and compensation consultants. The number of applications processed reaches 30,000 to 40,000 per year. Registrants are required to renew every five years and submit annual financial reports.
In the conventional system, application documents were mailed to the person in charge at the regional development bureau. Until now, there was a way to use the government's electronic application window "e-Gov", but it was necessary to convert the application documents to PDF. Even simple corrections were sent back to the applicant by the person in charge of the maintenance bureau, placing an excessive burden on the applicant. From November onwards, in principle, applications will be made online through a web service, but we will continue to support application procedures by mailing documents.
The meaning of whether or not a company is registered differs depending on the industry. Construction consultants and geological survey businesses can freely conduct business activities without registration. However, it is said that registration is often a requirement for bidding participation in public works projects. On the other hand, surveying business itself is not permitted unless it is registered.
