    According to the report, at the time of new construction of small and medium-sized buildings with a total floor area of ​​less than 2,000 square meters, including detached houses, about 30 housing manufacturers with an annual total supply area of ​​5,000 square meters or more in the city will be required to install solar panels.     In response to the report, the city will revise the city's global warming countermeasures promotion ordinance at the end of this year and incorporate the establishment of the system. The obligatory installation of solar panels, including in detached houses, is expected to come into force in April 2013, taking into consideration the period of time for public awareness. The Tokyo metropolitan government is also aiming to institutionalize the system for detached houses at the same time.

A city official said, "We want manufacturers who are not subject to the mandatory installation to promote the introduction of solar panels."
