Asian Air Survey/Contribution to insurance claim payment for Noto Peninsula earthquake, joint survey support with GIS

    Asian Air Survey contributed to the acceleration of the payment of earthquake insurance claims for the victims of the Noto Peninsula earthquake. We supported a joint investigation by the Japan General Insurance Association (President Hiroaki Hirota) by leveraging our know-how, such as geographic information system (GIS) technology. For damage caused by tsunamis, fires, and building collapses, non-life insurance companies had to compare and interpret aerial photos taken before and after the disaster and input the results. The company provided support to ensure that the entire process went smoothly.

    The joint survey is an initiative in which a team of staff dispatched from non-life insurance companies uses aerial and satellite imagery to confirm the situation in disaster-affected areas and identify areas with similar levels of damage on a block-by-block basis. Compared to conventional cases where the extent of damage to buildings is investigated individually, insurance claims can be paid more quickly. This was first implemented after the Great East Japan Earthquake and was an effort to improve the efficiency of preparations for the Great Nankai Trough Earthquake.

    The company has provided support in response to the association's request. To decipher the extent of damage caused by oil spills, fires, and tsunamis, we effectively used the dual-screen linking function of the GIS application "ArcGIS Pro". Regarding the building collapse, work is underway to compare oblique photographs taken by the company on January 2 with aerial photographs taken before and after the disaster. The company has collected documents and created data for non-life insurance companies to interpret, prepare the environment, and support application operations.

    The association announced on January 18 that it would conduct a joint survey using aerial and satellite imagery. The results of the certification of areas affected by the fire and tsunami were released on February 9. The certified results of the joint investigation of collapsed buildings were released on March 1.

    This is the first joint investigation into a building collapse in the non-life insurance industry. The joint investigation, which covers collapsed buildings, is progressing at a faster pace than previous large-scale earthquakes. The company said that some issues were discovered during the assistance process and that it will continue to provide support to improve the joint investigation in anticipation of the Nankai Trough earthquake.
